Review Process for any Permit Submitted to the Solon Building Department
Commercial & Residential 4 (+) Family Building Permits
There are 4 city departments which review and issue approvals before the issuance of a permit for all Commercial Buildings & Residential 4-plus family buildings & related structures. (The 4 city agencies are: the Building Department, the Planning & Development Department, the Engineering Department and the Fire Prevention Bureau.)
Residential 1, 2 & 3 family Building Permits
There are 3 city departments which review and issue approvals before the issuance of a permit for all Residential 1, 2 and 3 family buildings & related structures. (The 3 city departments are: the Building Department, the Planning & Development Department, and the Engineering Department.)
(All plan reviews for the above listed agencies are performed concurrently.)
General Permit Process
Application
A property owner or their authorized agent applies to the City of Solon Building Department for the permission to build. See Types of Applications for more information on the types of permit applicable to your project. The property owner or agent fills out completely the application type(s) for their project. Generally, all fees due are collected after a project application submission receives all city agency approvals and is issued a permit. (Verify with the application type you applying for.) With each application the applicant must submit 5 sets of the construction documents and information for the project for commercial and/or residential plan review by the agencies listed below.
Permit Validity
Once all the required approvals are obtained from the above departments the permit applicant is contacted and the permit may be paid for by the applicant and issued by the Building Department. This is the applicant’s permission or “license” to begin construction based on the approvals received.
(Note: a permit can not be issued until all required City of Solon agency approvals are obtained.)
Changes to Approved Permits - (Amended Construction Documents)
All changes, for work that has been approved and permitted, must be submitted, reviewed and approved prior to executing such changes. (Changes to a project during construction - if any changes or amendments to the approved permit(s) are anticipated during the construction process the applicant must resubmit the changes for review and approval prior to performing those changes.)
Plan Review - Building Department
Commercial Projects (All commercial buildings & Residential 4 family dwellings & greater)
Construction documents are reviewed by the City of Solon plans examination staff or by an outside consultant firm. All plan review fees are paid after the plan review and are still required in the event the project is not constructed. The current rate for commercial projects is $85 per hour. Missing information or work not in compliance with the building codes adopted will be issued a correction/adjudication letter. No work may occur without a plan approval and a permit being issued. (Currently - plan review time for the Building Department is 7-10 working days. (Note: the Board of Building Standards allows 30 calendar days for the plan review and approval process.) (OBC 2007 Section 107.2.1)
Residential Projects (1, 2 & 3 family dwellings)
Construction documents are reviewed by the City of Solon plans examination or inspection staff. All plan review fees for residential projects (1, 2 & 3 family dwellings) are included in the permit fees. Missing information or work not in compliance with the building codes adopted will be issued a correction/adjudication letter. No work may occur without a plan approval and a permit being issued. (Currently - plan review time for the Building Department is 7-10 working days. (Note: the Board of Building standards allows 30 calendar days for the plan review and approval process.) (RCO 2006 Section 105.3.2)
Permit issuance
Upon completion of the plan review process including correction letter response review and approval of the construction documents the permit fees will be assessed. The applicant will be contacted to pick-up permit and pay for the required permit fees.
Inspections
As the work is being conducted per the approved construction documents the City of Solon inspection staff will need to inspect the work prior to being covered. For typical inspections required see Inspections or refer to your plan approval.
Plan Review - Planning Department
The Planning & Development department reviews the project for zoning and planning regulation compliance.
Special approvals may be required by the Planning & Zoning staff - including items such as Zoning variances, Municipal Planning Commission approvals, etc.

Plan Review - Fire Prevention Bureau
The Fire Prevention Bureau reviews Commercial Building projects pertaining to the Ohio Fire Code for fire safety compliance, fire hydrants, fire suppression & fire alarm systems, etc. and provides recommendations to the Building Department for inclusion into the submitted project as allowed by the building codes adopted. (Review times for the Fire Prevention are generally 5 working days.) (Contact Fire Prevention Bureau for current plan review time frame - (440) 337-1482.
